The expert study aims at developing a new model of cross-border programmes. It shall increase the added value of Programmes thanks to the shift from traditional activities supported by Programmes to priorities directed on new development objectives of strategies on the EU and national levels. Additional benefits for Programmes should mean also the reinforcement of synergy effects, durability and visibility of the implemented projects. In the beginning, all challenges and obstacles on borders Poland - UE members have to be identified, since particular cross border Programmes should apply to the territorial cooperation 2014-2020. Crucial factors in this case are: their development potentials, legal framework, including provisional regulations on the cohesion policy, strategies of development on the EU and nationals levels, and financial constrains. Furthermore, for each Programme the thematic scope of assistance shall be established. It is vital that the scope of assistance of cross border Programmes should not be focused mainly on meeting the current needs of particular region, which ought to be financed from national resources, but to serve permanent integration and avoiding economic and social burdens. Finally, the expert study shall be focused on the identification of areas, among the thematic scope previously established, in which activities of novel and “innovative” features are viable. For the purpose of the study the word “innovation” is understood broadly and not limited to an economic expression as e.g. in programmes addressed mainly to SMEs. “Innovation” has to be understood as a new/novel ideas of transnational cooperation in the scope of regional development such as e.g. e-administration, e-services, e-health. It also means additional profits for socio-economic development and improving the scale effect of the impact of Programmes. Conclusions stemming from the expert study are to contribute to negotiations with the regional and State authorities on the objectives and thematic scope of cross border Programmes in the period 2014-2020. They are also to help the editorial teams preparing programmes in the future. The expert study shall be used as well as an initial material to the ex ante evaluation.
